Safety Ordinance for Cranes––Periodical Inspections

The Safety Ordinance for Cranes stipulates the standards for the safety of various cranes based on the Industrial Safety and Health Act.
Business operators are obligated to conduct inspections on the cranes as stipulated in Article 45 of the Industrial Safety and Health Act as well as in Article 34 to 39 of the Safety Ordinance for Cranes

[Article 34 Periodic Self-Inspections (Annual Inspections)]
The employer must;, after the installation of a crane, perform self-inspection for the said cranes periodically once every period within a year.
[Article 34 Periodic Self-Inspections (Monthly Inspections)]
The employer must perform self-inspections for a crane as to the following matters periodically once every period within one month.
[Article 36 Checkup Before Commencing Work (Daily Inspections)]
The employer shall, when carrying out the work using a crane, check up the crane before commencing the work for the day:
[Article 37 Inspection After Earthquake, etc.]
The employer must; when carrying out the work using a crane (omission) after an earthquake of medium intensity (Intensity 4) or stronger, check for any abnormalities in each part of the crane before use.
[Article 38 Records of Self-Inspection, etc.]
The employer must record the results of the self-inspection and check as described in this Section (excluding the checkup set forth in Article 36) and reserve these records for three years.
[Article 39 Repair]
The employer must immediately repair any abnormalities found during the self-inspection or checks described in this Section.

Inspections Based on the Safety Ordinance for Cranes

Annual Inspection

  • Check for abnormalities in structural, mechanical, or electronic components
  • Check for abnormalities in the wire rope and/or suspension chain (or rope)
  • Check for abnormalities in the suspensions
  • Check for abnormalities in the foundation
  • Load test performed by suspending a load equivalent to the rated load

Monthly Inspection

  • Check for abnormalities in the over-winding prevention devices and other safety devices, overload warning devices and other alert devices, brakes, and clutches
  • Check for damages to wire ropes and/or suspension chains (or ropes)
  • Check for damages to suspension systems such as hooks, grab buckets, etc.
  • Check for abnormalities in the electrical wiring, current collectors, switchboards, switches, and controls
  • Cable cranes: Check for abnormalities in the main ropes, rail ropes, and the areas linked to the guy-wires as well as the installation status of the winches.

Daily Inspections

  • Functional inspection of over-winding prevention devices, brakes, clutches, and controllers
  • Inspection of the conditions of the upper runway as well as the rails used for the trolleys
  • Inspection of the conditions of the locations where the wire ropes are laid

Other

  • In addition to cranes, inspection and repair by business operators are required under the Industrial Safety and Health Act and the Ordinance on Industrial Safety and Health.
